Auburntown City Council Report

The Auburntown City Council met October 2, 2012 at 6:00 PM for their regular monthly meeting.  Mayor, Roger Turney and all councilpersons were present except Rita Davis and Beth Hancock.     The previous month of September minutes were approved as presented without corrections or change.
     The Financial report was presented in written form, reviewed and approved without correction.  The balance of funds on deposit as of September 30th was $38,840.29.
     The Mayor announce that he and the Fire Chief was now on a committee mandated by the State to be known as the, “Hazard Mitigation Committee”.  Each will receive training provided by the state and must have nine additional hrs. of training each year.  This committee will be composed of members from the County and the two incorporated cities therein.  Additional information is expected to be forthcoming as the committee meets and begins to carry out its mandated responsibilities.
     The Mayor asked the Councilpersons and all people in this area to join him in prayer for Franz Walkup who has given so much to maintain our freedom.  He is a soldier who is now undergoing treatment and rehabilitation for serious injuries received in Afghanistan.

A Gentlemen’s Email Agreement?

There may be more to this gentleman’s agreement, than what was previously thought if officials from THC Select can produce email correspondence to back up the answer given when asked why the company hasn’t paid any rent on the building.  Corbett Gibson of THC Select spoke to the Cannon County Industrial Development Board during their regular monthly meeting at the Cannon County Courthouse.  Gibson gave a history of the courtship between the County and his company that led them to moving their operations from Waverly Tennessee to Woodbury back in 2010. Gibson said that THC Select moved to Cannon County based on several stipulations.  Those stipulations were  that the Industrial Board offset the move costs.  Any improvements made to the building was in lieu of lease.  Gibson said that it was agreed with the industrial board with the county executive acting as a go between.  Telephone calls, onsite visits were done with both the members of the then industrial board and county executive.  Other stipulations were there was a 5 year term with a purchase option at fair market value.  Agreement would commence on the start of full production which his records showed February 2011.  The move costs were underestimated. In July 2010, an agreement was made that THC Select could move operations without paying rent for a period of one year.    Because there was no official lease signed, the Industrial Development Board in September put together a 12 page lease.  Gibson says he and other THC Select officials are willing to do a lease but not the one that the Board presented.  Gibson says that he would do a lease based on what was agreed to before operations moved to Woodbury.  After being asked at what time would THC Select feel to be obligated to pay rent.  It was then discovered that under the terms of moving operations to Woodbury THC Select would not have to pay rent  until the investments or credits they made to the building were offset.  The date that officials were looking was sometime in 2013.  The meeting has been recessed until Monday Night October 8th at 7:30 so that Corbett Gibson can bring in the email correspondence and the Industrial Development Board can finish dealing with the issues that might arise from the presented documentation PC Disposal, another tenant in one of the industrial owned buildings that hadn’t paid rent due to the fact there was no official lease involved moved out of the building on Bryant Lane.  Officials with PC Disposal acknowledged that September Rent and Electric would be paid by the 1st of October.  As of last night’s meeting PC Disposal owes $2000 in back rent and an electricity bill of $1031.00.  A committee was formed comprised of Doug Bodary, Dean Moore and Neal Applebaum to work on the roof problems on the building that PC Disposal had just moved out of and the Crane Interior Building.  Neal Applebaum will check with Carolyn Motley of the Cannon County Chamber of Commerce to see if there are any concerns in letting the Industrial Board use the Chamber’s phone number as theirs as well.  The Industrial Board office will be located in the Chamber of Commerce office as they agreed to pay $50 a month for rent.  Since the phone number, address and emails have been established for the Industrial Board, plans can proceed for the making of a brochure to market to potential industries that would be willing to locate in Cannon County.  A recommendation has been made to recommend to the County Executive that the Chairman of the Industrial Board represent the Board on the Upper Cumberland Development District.  Also it was approved for the Chairman of the Industrial Board to represent the board on the Cannon County Joint Economic Development Board. 

Cannon County S.A.V.E. Seeks Monetary Help

Cannon County S.A.V.E. needs your help to SAVE the doors and keep them open.  Funds are low for right now and although the officials are awaiting word on some possible grant money, the program which serves domestic violence victim in Cannon County is struggling to stay afloat.  Last Month the Program helped 5 children who were victims of physical child abuse as well as around 4 elderly people who were abused at one point or another during the month of September.  The program also assisted approximately 8 people who were victims of domestic violence.  If you would like to donate to this important organization please call Lisa Baird at 563-6695.  Money will go directly to fund staff and provide shelter and supplies for victims of abuse.

Sheriff’s Office Provides No Information About Man Who Was Fatally Shot

A Cannon County man has been found shot to death inside his home Saturday and family members would like to be kept in the loop as to what authorities are doing to help. 55 year old Joseph Kenneth Gooch was found dead by his own mother inside his home on C.L. Berrett Road according to newschannel5.com
Upon hearing about the possible fatal shooting, WBRY-News Tuesday attempted to gain information through the Sheriff’s Department.  Sheriff’s officials replied that no information could be given as the murder was still under investigation. Family members have been told to stay away from the crime scene because detectives are planning on coming back to get fingerprints and collect more evidence but according to family members no one has been back yet.  An autopsy is currently in progress

Staying Strong For Franz. Local Soldier Injured In Afghanistan

A firefight broke out this past Saturday between U.S. forces and their Afghan Army Allies in eastern Afghanistan which killed two American soldiers and wounding several including local Woodbury resident Franz Ulrich Walkup who is currently serving as a fire support specialist in the Army The fighting started Saturday when what is believed to have been a mortar fired by insurgents struck a checkpoint set up by U.S. forces in Wardak province. The Americans thought they were under attack from a nearby Afghan army checkpoint and fired on it, prompting the Afghan soldiers to return fire.
The Afghan Defense Ministry said the gun battle was the result of a “misunderstanding” between international forces and Afghan soldiers manning a checkpoint
Walkup has had 4 surgeries and is listed as very seriously injured. Cannon County Cattlemen’s Association Field Day

The 3rd Annual Cannon County Cattlemen’s Association Field Day was held at the MTSU Farm on September 29th. The Middle Tennessee State University Ag Department hosted the event at their farm located at 3211 Guy James Road, Lascassas, Tn. The Field Day included a Showmanship Clinic for youth conducted by local beef producer David Parker assisted by Katlyn and Kathryn Trail, tour of the state-of-art MTSU Dairy, rope halter workshop which included rope provided by CCCA for participants to make their very own rope halter, delicious chocolate milk which was courtesy of the MTSU Dairy and weed identification session which included 25 potted and labeled weeds which participants could learn their weeds and methods of controlling them in their pastures. The first step of controlling weeds is to accurately identify the target.The CCCA Board of Directors appreciates the attendance and support of businesses and producers throughout Cannon County. Civil Rights Intimidation Sends Man Right To Jail

A Woodbury Man who hurled racial slurs at his neighbors and their guests last week has been arrested and charged with Civil Rights Intimidation.  According to police reports, last Sunday Robert Lee Odom of Old Manchester Road threatened several of his neighbors and their guests with physical harm based solely on the fact that the victims were white.  Apparently, there is a long history of problems with Odom and his neighbors.  Odom allegedly while making the threats pulled a knife on his neighbors and was also charged with aggravated assault.  Then while Officer John Fesmire was placing him under arrest, Odom allegedly continued to make threats to kill Officer Fesmire’s family and shoot Fesmire for arresting him on an earlier date on another warrant.  Odom was charged with retaliation for past action.  Odom will answer all three charges in General Sessions Court On Tuesday November 27th

Cannon’s Unemployment Rate Drops Below Eight Percent

The unemployment rate dropped 0.7 of a point from the 8.3 mark in July to the current 7.6 mark in August.  Out of a estimated labor force of 6,610 there are 6,110 people employed while 500 are unemployed. According to figures released last week from the state Cannon showed a 9.2 percent rate in August of 2011.  Neighboring counties unemployment rates show Rutherford at 7.0.  Dekalb at 8.2,.  Coffee at 7.8, Warren at 9.3 and Wilson at 6.9.  Tennessee’s overall unemployment rate for August is 8.5 percent
